Hello,
First, I am sorry for my late answer.
To configure local from command line, it seems you need to use chcp. https://technet.microsoft.com/fr-fr/library/cc733037(v=ws.10).aspx
This list may also help: https://msdn.microsoft.com/fr-fr/library/windows/desktop/dd317756(v=vs.85).aspx
I already did some basic tests for characters like éèà but not for other non-latin characters.
Do you have an easy way to reproduce the problem? How can I check whether the result is ok or not (I cannot read Japanese)?
If you can provide this information, I can work on a fix.
Please let me know if it solves your issue,
